City of Toronto Backflow Prevention Program

Under the City of Toronto’s backflow prevention program, the installation of a backflow prevention device is mandatory for property owners of industrial, commercial, institutional, and Part 3 residential properties (as defined by the Ontario Building Code). This requirement, outlined in the City of Toronto’s Water Supply By-law, is designed to protect the safety of the city’s drinking water by isolating buildings from the municipal water distribution system, thereby preventing contaminants from entering the water supply.

Why Backflow Prevention Matters

Property Owner’s Responsibilities

Property owners may be contacted by the City with a request to complete a survey, aimed at assessing adequate protective measures for the water system. This survey needs to be updated every five years, or sooner if approved by the General Manager of Toronto Water, or within 30 days if there’s an increase in hazard level.

Property owners are required to secure the necessary permits and install suitable backflow preventers, which must be fitted by a plumber licensed by the City. Additionally, these backflow devices need to be tested by a registered Cross-Connection Control Specialist under the following conditions:

  • At the time of initial installation,
  • Within 72 hours after any cleaning, repair, replacement, servicing, or overhaul of the device,
  • Annually thereafter.
