Backflow preventer testing and installation in Mississauga
Spec-Mark Group surveys properties and tests, installs and repairs backflow preventers for industrial, commercial, institutional and multi-residential properties in Mississauga. The Region of Peel enforces its Backflow Prevention By-law 10-2017 here. The City of Mississauga issues the building permit for a new device through ePlans, with engineer-sealed drawings. Spec-Mark Group is on Peel's qualified contractor list.

The Peel program in brief
Peel's By-law 10-2017 applies to every industrial, commercial and institutional facility on the Region's water system, and to residential property unless it is low-risk land. Low-risk land holds only residential buildings of three storeys or less and 600 m² or less, with no hazard the Region has identified. After the Region's notice, a company on Peel's qualified contractor list surveys the property within 60 days. Any required device is installed within a year under a local building permit. Every device is tested yearly, and each report reaches the Region within 14 days. The Region of Peel guide covers the full program, including the Certificate of Compliance and the repeat-survey rules.
The Ontario Building Code's plumbing part (Part 7) and the CSA B64 standards also apply. The municipal by-law adds the program around them: who is surveyed, how often each device is tested, where the report goes and by when.
A permit for a new device in Mississauga
A new backflow preventer in Mississauga needs a building permit from the City, applied for through ePlans. The application includes drawings sealed, signed and dated by a professional engineer, the expansion-tank sizing or a thermal expansion relief valve, and the device's CSA B64 specification. The City's permit fee is $428.00 in 2026 under Building By-law 0236-2024, separate from the Region's fees. We apply for it as part of an installation.

Questions about backflow in Mississauga
Is a backflow preventer required for my property in Mississauga?
Peel's by-law applies if the property is an industrial, commercial or institutional facility on the Region's water system, or a residential property that is not low-risk land. Low-risk land holds only residential buildings of three storeys or less and 600 m² or less, with no hazard the Region has identified. The process usually starts with the Region's Notice of Cross Connection Survey; an owner who has not received one but believes a survey is needed can contact the Region. The Region decides from the survey which connections need a device.
What does backflow compliance cost in Mississauga?
In Mississauga the Region of Peel charges $60.10 per cross-connection survey and $57.68 per building per year for test reports, subject to change. The City of Mississauga charges a building permit fee for a new device, $428.00 in 2026 under Building By-law 0236-2024. We quote from the notice and the number, size and type of devices.
Is a backwater valve the same as a backflow preventer?
No. A backwater valve is a sewer device that helps protect a basement from sewage backup. A backflow preventer protects the drinking water supply, and it is what the Region of Peel's notice is about.
Who sends the notice in Mississauga, and who issues the permit?
The Region of Peel sends the notice, reviews the survey, specifies the devices and receives every test report. In Mississauga the building permit comes from the City through ePlans.
