Durham Region’s Backflow Program
According to Durham Region’s website, on June 13, 2018, the Regional Council enacted Backflow Prevention By-law 24-2018. This by-law introduces a backflow prevention program as part of Durham Region’s comprehensive strategy to ensure safe drinking water. It mandates the installation, annual testing, and maintenance of backflow preventers for premise isolation on all water services that could potentially risk the municipal drinking water system.

Summary of Property Owner’s Responsibilities
The program requires property owners to have the following completed by a qualified contractor.
Backflow Test & Reporting
The test report confirms that backflow prevention devices have been installed, tested, and maintained in compliance with CSA standards. These devices must be tested and maintained annually.
Cross Connection Survey
The survey assesses connections to the drinking water system and identifies any potential on-site hazards. Should hazards be classified as severe or moderate, the installation of a backflow prevention device will be necessary. This survey is required every five years, or sooner if any of the following conditions occur:
- Change of ownership.
- Change in zoning.
- Change in facility use.
- Change in chemical use.
- As mandated by the Commissioner of Works.
